Third Party inspections are an alternative platform to industrial boiler users, for getting their boilers inspected. The purpose is to create a transparent system and to ensure that boiler users don’t face any harassment (of any sort) or dictatorial attitude at the hands of Govt. system. This will also ensure that middlemen also don’t enter the inspection process as they make the inspection a costly and horrible job. Govt. of India has appointed Third Party Inspecting Authorities and Competent Persons for carrying out boiler inspections. The Inspections by Third Party Authorities/ Competent Persons ate equivalent to those done by Govt. Inspectors. In fact, the Act nowhere says that boiler user has to apply to Director of Boilers for renewal inspection. As per Act, the boiler user has to apply to Competent Person for renewal of certificate.
Third Party Boiler inspections (TPI) are at par with inspections carried out by Govt. Inspectors. This is very clearly stated in letter no. P-30012/3/2020-Boiler dated 27.02.2020 issued by Govt. of India to all the states.
As per Section 2 (definitions) of The Boilers Act, a Competent Person is as person recognized in such manners as may be prescribed by regulations for Inspections and Certification of boilers and boiler components during manufacture, erection and use.
A Competent Person for Boiler inspections is selected and authorized after a PAN-India written examination, followed by interview, conducted by Central Boilers Board, Govt. of India.
No. the certificate issued by Competent Person is self sufficient & final. It is not to be signed further by Director of Boilers or his representative. The Act has empowered Competent Person to issue the boiler certificate.
No, the Act & Regulations nowhere prescribe that boiler inspection fee is to be paid to Govt. The Govt. inspection is just one inspection agency. In case of inspection by Govt., the fee will be charged by Govt. and in case of inspection by Competent Person, the fee is to be charged by Competent Person. This is clearly said in section 13 of The New Boilers Act (Section 8 of old Act).
No, The Director of Boilers is not vested with any such powers.
Yes, the list of such inspections done by Competent Person is reported to Director of Boilers & Government of India every month.

Year 2023-24: 155 Units

Year 2024-25: 260 Units

Year 2025-26: 86 Units (till 31.07.2025).

Yes, Boiler repairs can be supervised, inspected and approved by Competent Persons.

Section 10(1)(e) of new Act (4f(e)) of Old Act: Every user shall engage a Competent Person for approval of  repairs to be carried out in house or by the repairers.

Section 17 of New act (Section 12 of old Act): No structural alteration, addition or renewal shall be made in or to any boiler registered under this Act unless such alteration, addition or renewal has been sanctioned in writing by the Chief Inspector.

*Provided that no such sanction is required where the structural alteration, addition or renewal is made under the supervision of a Competent Person.
